What GSA Transactional Data Reporting (MAS-TDR) Is, and When It Starts for Your Contract
ExcelGurus is not affiliated with, endorsed by, or acting for the U.S. General Services Administration (GSA). This guide describes GSA’s published instructions as of MAS TDR User Guide v2.0 (September 2026), as read on October 22, 2026; GSA updates them, so check its current pages before you report. It is not legal or tax advice.
GSA Transactional Data Reporting, or MAS-TDR, is the monthly report of line-item sales that a Multiple Award Schedule (MAS) contractor files in the FAS Sales Reporting Portal (SRP): for each order, what was delivered, how many hours or units, the price paid per unit and the total, with the Industrial Funding Fee (IFF) included in the prices. Since MAS Solicitation Refresh 31, released April 2, 2026, it is mandatory for every MAS SIN. It starts on the first day of the quarter after you accept your contract’s “Participate in TDR” modification, and from then on each month’s report is due within 30 calendar days after the month ends, a month without sales included. From that date a TDR contract no longer provides Commercial Sales Practices disclosures or keeps a Basis of Award price relationship. EG TDR Reporter, an Excel workbook for Windows, prepares and checks the monthly upload file for a MAS services contract.
What GSA collects, and why
GSA describes TDR as its way of collecting data about the prices paid for products and services sold through MAS, so that it understands better what the government buys, and as a step toward a more transparent and efficient federal marketplace. A MAS contract outside TDR reports one figure per SIN each calendar quarter, its total sales rounded to the nearest whole dollar, under GSAR 552.238-80. A TDR contract reports under the clause’s TDR terms instead (GSA’s pages cite a December 2025 GSAR deviation of the clause): line-item data every month, within 30 calendar days after the month ends.
For services, GSA’s Transactional Data Reporting page lists these fields today:
- The contract or BPA number, and the order number (PIID) the agency issued.
- The SIN the order was placed under.
- A description of the deliverable. For an hourly labor category without a UCID, that is its title exactly as on your GSA price list.
- The unit, the quantity, the price paid per unit and the total price.
- Whether the customer is an eligible non-federal entity and, for a federal customer, the funding agency’s Treasury Agency Code.
- The UCID, for a service that has one in your FCP Services Plus File.
- The cloud service type, on SIN 518210C only.
Three more fields, order type, worksite and order discount, are not implemented yet, and GSA says it will update its User Guide when they are. Until then GSA’s rule is plain: complete every data element that is in the SRP template, and a field that does not appear in SRP is not required.
Which sales count
Report the sales directly linked to your MAS contract: orders placed under it and under BPAs awarded under it, for the products and services awarded on it, and zero sales for a month without any. Sales under non-MAS commercial contracts, or under other government contracts not tied to your MAS contract, are not TDR sales. In a Contractor Teaming Arrangement each member is a prime contractor and reports what it provides under its own contract number. Orders that contain classified information are exempt from the line-item reporting unless the ordering activity says otherwise. SRP’s FAQs say they are still reported, all of a period’s classified orders bundled into a single line item, and that the IFF is still owed on them.
Two rules from the clause run through every month’s report. The price per unit and the total you report include the IFF. And you report sales by invoice date or by payment date, whichever fits your accounting, and keep to the same one every month.
When TDR starts for your contract
TDR became mandatory for all MAS SINs with Solicitation Refresh 31, released April 2, 2026. For a contract that was not under TDR, GSA’s sequence is:
- Accept the Refresh 31 mass modification, A909, as soon as possible and no later than 60 days after GSA issues it.
- Then accept the “Participate in TDR” modification, a separate mass modification.
- Reporting begins on the first day of the quarter after you accept the TDR modification. The clause’s calendar quarters begin January 1, April 1, July 1 and October 1.
Under that rule, for example, a contractor that accepts the TDR modification in November 2026 begins on January 1, 2027: January 2027 is its first month, due by March 2, 2027. Until the modification’s effective date, the non-TDR terms still apply, the non-TDR Price Reductions Clause among them. A contractor that keeps an old contract open for its active BPAs beside a new MAS contract must have the same TDR status on both.
New offers come under TDR: participation is mandatory for offers under all SINs of the MAS solicitation, and an offer made under non-TDR terms cannot be switched to TDR, so it has to be withdrawn and resubmitted under TDR. TDR currently does not apply to VA Schedule contracts.
If your TDR effective date looks wrong
Your MAS contracting officer can confirm the date. GSA says that if you have not signed Mass Mod A909, it will correct the pending modification so that the TDR effective date is right, and that if you already signed it, it will issue a unilateral mass modification clarifying the TDR participation effective date as July 1, 2026.
The 2026 grace and trial periods
GSA’s grace period covers contracts with a TDR effective date on or after October 1, 2025, and its trial period covers six newer data fields on every contract, Federal Customer, UCID and Cloud Service Type among them. Both run from July 1 to December 31, 2026. In them GSA does not take enforcement action for good-faith errors in the data fields, but neither excuses a missing report or a late IFF payment. The due dates guide sets out both.
What TDR replaces
After your TDR effective date, GSA no longer requires you to:
- provide Commercial Sales Practices (CSP) disclosures;
- provide Most Favored Customer (MFC) information in your FAS Catalog Platform file or Price Proposal Template, or Basis of Award (BOA) information;
- maintain the BOA price discount relationship after award;
- monitor price reduction violations under the non-TDR Price Reductions Clause.
The TDR version of the Price Reductions Clause, GSAR 552.238-81 (December 2025, a GSAR deviation), applies instead. It allows a contractor to submit, or GSA to request, a temporary or permanent price reduction at any time, and no price reduction is required from a BOA discount relationship any more. At offer and modification submission, supporting documents such as invoices are not required unless the contracting specialist or contracting officer asks for them for price analysis.
Assessments continue. Industrial Operations Analysts still assess contracts for whether TDR data was reported accurately in SRP, with an emphasis on services, and a contractor may be required to correct inaccurate data on a timeline the analyst sets. You may also receive system-generated compliance flags by email that point out discrepancies, and GSA expects you to use them to correct your data and your process.
What a services contractor reports each month
For hourly labor, each labor category goes on its own row, with HR for standard hours and OT for non-standard hours, and EA is avoided. A labor category under the Service Contract Labor Standards (SCLS) carries its wage determination number and revision in the description. Fixed price services are reported as invoiced. SRP takes the month by Form Entry, typed into a web form, or as a file built on its Excel template, and a month with no sales goes in by Form Entry only. The IFF is remitted quarterly, or monthly if you choose, and SRP shows the amount due after you submit. To do any of it you need SRP access, which rests on being a point of contact on the contract.
The guides in this series take each part in turn: the upload file, column by column, services rows, the IFF, and SRP’s ways to report and keeping your access.
Where EG TDR Reporter fits
EG TDR Reporter prepares and checks the monthly upload file for a MAS services contract. On its Setup page you enter each MAS contract with its first TDR month, and it warns you when that month is not the first month of a quarter. Each month you import the invoice lines from your accounting export; it matches them to your GSA price list and task orders, checks every row against GSA’s published reporting rules, and fills the template you download from SRP that month. A month before the contract’s first TDR month is held back with a Block. It never logs in to SRP and never pays: you upload the file in SRP and pay the IFF yourself. This version reports services, not products, and makes the Excel upload file, not a CSV file.
Common questions
Is TDR optional for my MAS contract?
No. Since MAS Solicitation Refresh 31, released April 2, 2026, TDR is mandatory for all MAS SINs. A contract that was not under TDR accepts the Refresh 31 mass modification (A909) no later than 60 days after GSA issues it, then the Participate in TDR modification, and reports monthly from the first day of the quarter after that.
Do I report sales made outside my GSA contract?
No. Report the sales directly linked to your MAS contract, including orders under BPAs awarded under it. Sales under non-MAS commercial contracts, or under other government contracts not tied to your MAS contract, are not TDR sales.
What if my TDR effective date looks wrong?
Ask your MAS contracting officer, who can confirm it. GSA says that if you have not signed Mass Mod A909 it will correct the pending modification, and if you already signed it, it will issue a unilateral mass modification clarifying the TDR participation effective date as July 1, 2026.
Check every row before it reaches SRP
EG TDR Reporter prepares and checks the monthly upload file for a MAS services contract. Set up each contract once, with its first TDR month, then import each month’s invoice lines from your accounting export: it checks every row against GSA’s published reporting rules before it fills the template you download from SRP. You upload the file and pay the IFF yourself. Each GSA contract gets one free month, the first month you check, with every finding and the GSA upload file.
