Correcting a GSA TDR Report: Adjust Data Replaces the Whole Month

This guide describes GSA’s published instructions as of MAS TDR User Guide v2.0 (September 2026), as read on October 22, 2026; GSA updates them, so check its current pages before you report. It is not legal or tax advice.

To correct a GSA TDR report that SRP already shows as submitted, use Adjust Data, not Report Data. A file uploaded through Adjust Data, File Upload deletes everything reported for that month and takes its place, so it must hold every row of the month: the rows that were right, the corrected ones and any you missed. Adjust Data, Form Entry is the other way, and changes rows one at a time. Either way SRP asks for a justification, and the change can alter the IFF due. EG TDR Reporter, an Excel workbook for Windows that prepares and checks the monthly file, treats a new file for a month already marked uploaded as a correction, and its message names the Adjust Data route.

Two ways to adjust: a replacement file or Form Entry

SRP lets you adjust a submitted report with the same methods you report with, and its FAQs say you can adjust submitted data at any time. The methods differ in what they change:

  • Form Entry loads the month’s submitted data into an editable form. You can change a line, add lines or orders, delete an order, or delete them all and report zero sales. SRP’s FAQs call this adjusting selectively.
  • File upload, Excel or CSV, replaces. SRP’s Adjust Data instructions say a replacement file deletes the previously reported sales data and overwrites the report in its entirety, and its FAQs ask for the revised file to include all data: previously submitted, modified and new.

A typo in one row of a short month may be quicker to fix by Form Entry. A file makes more sense when the month has many rows, when the rows come from your accounting export, or when the correction touches several orders: you rebuild the month from the corrected export instead of editing it by hand.

Step by step: a replacement file

  1. Start from the whole month. Put every row of the month in the file, not only the rows that change. A row left out is a sale taken out of the report.
  2. Use the current template from SRP, as GSA’s Help with TDR page asks each time you report, and fill its MAS Data tab.
  3. In SRP, choose Adjust Data, File Upload. Select the contract and the reporting period of the report you are correcting, then click Select.
  4. Answer the Zero sales question, Yes or No, when SRP asks it.
  5. Browse to the file and open it.
  6. Enter the adjustment answers, the justification among them. SRP’s FAQs say an explanation in the Justification field is required.
  7. Click Upload. In SRP’s list of statuses, a report you have adjusted shows as Resubmitted.

If the file covers several contracts, they must all be for the same reporting period, as with a first report. GSA does not prescribe the wording of the justification. A sentence that says what changed and why, for example “Hours on invoice 1047 corrected from 80 to 72; replacement file with every row for September 2026”, makes the change easy to trace later.

A month reported as zero sales, or one that should have been

A month reported as zero sales is corrected the same way. On the Adjust Data, File Upload page, SRP asks whether the month had zero sales: answer No and upload the file with the month’s sales. The other direction, a month reported with sales that turn out to belong elsewhere and leave it empty, goes through Adjust Data, Form Entry, where you can delete the orders and report zero sales.

Sales reported in the wrong month

For data in the wrong period, GSA’s Help with TDR page says to use Adjust Data. Because a replacement file replaces a whole month, that usually takes two steps: correct the month the rows went into by mistake, without them, and put them in the month they belong to, by adjusting that month too if it is already reported, or in its first report if it is not. Which month a row belongs to follows your reporting basis, invoice date or payment date, which GSA asks you to keep the same every month.

Corrections and the IFF

SRP’s Adjust Data overview says sales adjustments affect the fees due, and points to its fee payment section when an additional fee is due. Its FAQs say an overpaid fee rolls to the next month, and that a refund of an overage is requested through your administrative contracting officer or contracting officer. The IFF is remitted quarterly, within 30 days after the quarter ends, unless you choose to pay monthly; the IFF guide covers the fee in full.

A correction, or a return?

A correction fixes a report that was wrong when it was made. A sale that was reported correctly and later credited or returned is a different case. User Guide v2.0, Appendix 3, reports a return as a row of its own: the details of the original sale, with the unit RTN, a negative quantity, the positive unit price and a negative total. SRP’s FAQs describe removing the sale instead, by adjusting the month it was first reported in, and say the system will not accept negative values. This guide follows User Guide v2.0; Credits, returns and discounts sets out where GSA’s pages differ.

When GSA asks for a correction

GSA’s Help with TDR page says Industrial Operations Analysts assess whether contractors have reported TDR data accurately, with an emphasis on services, that a contractor may be required to correct inaccurate data, and that the analyst sets the timeline. The User Guide adds that during the grace period and the trial period, which run to December 31, 2026, you may receive system-generated compliance flags by email that point out reporting discrepancies, and that you are expected to use them to correct your data and your process. Fix the cause in your records first, so the next month does not repeat it, then adjust each month the flag concerns.

Making the replacement file in EG TDR Reporter

In EG TDR Reporter a correction starts where the error is. Correct the invoice in your accounting system and import the month again, or fix the record on Setup, a task order or a price list item, and every row that uses it follows. Run the checks again: the Month page then reads “your data changed since this file: make a correction”. Make the file again. Because the month is marked uploaded, Review shows a Warning, “Month already reported: a correction”, and the message after the file is made gives the route: in SRP use Adjust Data, File Upload, choose the contract and the month, and enter a justification, since the file replaces everything SRP holds for that month. For a month marked zero sales, it adds: set Zero sales to No.

The file is built from every row of the month, not only the changed ones, which is what a replacement needs. Until you mark it, the Month page reads “Upload it in SRP through Adjust Data, then mark it here”. Once SRP shows the adjusted report, click Mark uploaded. The Archive keeps both files: it notes the new one as a correction, and the older one as replaced by it. As for any month, a license makes the file; after a contract’s free month, the free edition shows only the number of findings and makes no file.

The Archive page listing each GSA upload file the workbook made, newest first: September 2026 for contract 47QTCA26D00AB, 15 rows, a $154,278.10 total and a $1,157.09 IFF estimate, marked Uploaded with an Open button, and August 2026 recorded as zero sales by Form Entry in SRP.

The Archive keeps each month’s file and its status, so the file you uploaded is at hand when you correct it. Screen from EG TDR Reporter, the Excel workbook that prepares and checks this file, with sample data.

Common questions

Can I upload a file with just the corrected row?

No. A file uploaded through Adjust Data replaces everything reported for that month, so it must hold every row, the ones that were right included; a row left out is taken out of the report. To change single rows, use Adjust Data, Form Entry.

Is there a deadline for a correction?

SRP’s FAQs say you can adjust submitted data at any time. When an Industrial Operations Analyst finds inaccurate data in an assessment, GSA’s Help with TDR page says the analyst sets the timeline for correcting it.

Does a correction change the IFF?

It can. SRP’s Adjust Data overview says sales adjustments affect the fees due, and points to its fee payment section when an additional fee is due. SRP’s FAQs say an overpaid fee rolls to the next month, and a refund of an overage is requested through your administrative contracting officer or contracting officer.

Check every row before it reaches SRP

EG TDR Reporter prepares and checks the monthly upload file from your accounting export. When you correct a month already marked uploaded, it builds the replacement from every row of the month, checks each row again, and tells you to use Adjust Data with a justification. You upload the file in SRP yourself. Each GSA contract gets one free month, the first month you check, with every finding and the GSA upload file.
